The Addressing System for the Sultanate of Oman

The National Addressing System (NAS) is a nationwide effort to ensure an accurate and efficient way to provide locations when dealing with emergency services or any other activity that relates to the delivery of goods, services or people to locations. The NAS is the responsibility of the Ministry of Housing and Urban Planning (MoHUP). It aims to establish a modern, comprehensive, and standardized addressing framework for the Sultanate of Oman. The project provides the data structures, tools, governance, and technical infrastructure necessary to assign and manage unique, geographically accurate addresses across the country.

Driven by the growing needs of e-government, emergency services, logistics, and urban planning, the NAS introduces a consistent format for addresses—covering address unit numbers, streets, and area divisions—integrated with GIS and modern data services.

The project is being implemented by the MoHUP in close coordination with municipalities, utilities, government agencies, and private sector stakeholders. Its phased roll-out includes data capture, quality assurance, system integration, and public awareness components. The system supports modern use cases including navigation, delivery services, emergency response, and integration into CRM and permit systems, while also addressing legacy compatibility and cultural considerations​​​.

Acknowledgements

Sincere appreciation and gratitude are extended to all individuals and organisations that have contributed significantly to the development of addressing systems in the Sultanate of Oman. Special acknowledgment is given to Muscat Municipality for their pioneering efforts initiated in 2009, which established foundational standards and methodologies for addressing within the Muscat Governorate. Their thorough efforts, technical competence, and visionary leadership laid critical groundwork that has substantially advanced address management throughout Oman.

Appreciation is also extended to the National Centre for Statistics and Information (NCSI) for leading the Unified Addressing System (UAS) project from 2017 to 2020. NCSI played an instrumental role in consolidating governmental entities towards establishing a cohesive and robust national addressing framework. Their effective coordination facilitated essential cross-governmental cooperation, resulting in comprehensive standards and processes that underpin the current National Addressing System (NAS) Project.

Further gratitude is expressed to all individuals and organisations whose tireless contributions, expertise, insights, and collaborative spirit have ensured the success of this initiative and established a strong foundation for future developments in Oman’s addressing system.
